The bombing of Iraq during the gulf war destroyed 85 percent of the infrastructure, 67 percent of that was destroyed schools printing presses, and bookstores. The nine years of sanctions after that prohibited the import of pencils and books.

iraq before that war was progressive, providing free books and shooting for students. The sanctions caused terrible inflation and malnutrition. The bombing continued throughout the period.

All the progressive policies of the Baath were ended during the Iran-Iraq War. Iraq before the Gulf War was characterized by high unemployment, a bad economy and huge debt, which was why Saddam invaded Kuwait.
